Show 10 1 renewals, determination of conflicting applications, and joint 2 use of transmission lines under contracts for the sale of 3 electrical energy, shall apply. 4 The Secretary of the Interior shall prescribe and en- 5 force rules and regulations conforming with the requirements 6 of the Federal Water Power Act, so far as applicable, re- 7 specting maintenance of works in condition of repair ade- 8 quate for their efficient operation, maintenance of a system 9 of accounting, control of rates and service in the absence of 10 State regulation or interstate agreement, valuation for rate- 11 making purposes, transfers of contracts, contracts extending 12 beyond the lease period, expropriation of excessive profits, 13 emergency use by the United States of property of lessees, 14 and penalties for enforcing regulations made under this Act 15 or penalizing failure to comply with such regulations or with 16 the provisions of this Act. 17 Sec. 7. That the Secretary of the Interior may, in his 18 discretion, when repayments to the United States of all 19 money advanced, with interest, shall have been made, trans- 20 fer the title to said canal and appurtenant structures to the 21 districts or other agencies of the United States having a 22 beneficial interest therein in proportion to their respective 23 capital investments under such form of organization as may 24 be acceptable to him.
