E., Chief Engineer Central Utah Water Conservancy District May 21, 1997 Page 5 The statement at the bottom of page 27 that " essentially all system storage in Jordanelle and Deer Creek is stored under Olmsted power rights" is inaccurate since storage under PRP Water Right No. 55- 295 ( A16642) will be system storage at times as provided for in paragraph 9( b)( 4) of the Operating Agreement. The same can be said for BU Water Right No. 55- 4494 ( A40523) as provided for in paragraph 9( d)( 3) of the Operating Agreement. The proposed demands scenario system storage assumptions in Table 4- 2 relating to the PRP storage should be amended to show storage of up to an average 5,000 AF over a progressive ten- year period, but not in excess of 10,000 AF in any one year. 4.1.5 River, Reservoir, and Project Operations ( p. 28) The assumption in Table 4- 3 that PRWUA's return flows to Utah Lake must be modified to show that PRWUA is entitled to recapture up to 17,410 AF of return flows annually under PRP Water Right No. 55- 262 which will vary widely from year to year depending on the quantities of water available from the Duchesne River and Weber River under the PRP water rights. The assumption in Table 4- 3 relating to storage of PRP water in Jordanelle should be modified to state that no PRP water, as such, is stored in Jordanelle Reservoir. Some explanation should be given as to why the Wasatch County Water Efficiency Project is noi modeled. 5.0 SUMMARY OF CURRENT AND FUTURE USES OF THE MODEL ( p. 33) The first paragraph should be modified to state that CUWCD does not manage the Provo River system water resources. While CUWCD is entitled to manage its own share of the waters of the Provo River, the management of the Provo River system is under the direction and control of the Utah State Engineer. CONCLUSION PRWUA respectfully submits that PROSIM is woefully deficient for its failure to model the Operating Agreement and the demands being placed on the Provo River system by FWS to provide water for the June sucker as an endangered species. In addition, the PROSIM Draft Report includes a number of factual errors and erroneous assumptions as noted above which cast |
