Show Mr. Denos Page 5 November 7, 1997 Third Paragraph: The Wasatch County Water Efficiency Project ( WCWEP) was not included in the PROSIM baseline nor in this summary report since future conditions or projects are beyond the scope of this report. Although not included in this report, PRWUA should be aware that the water resources impact analysis found in the WCWEP EIS was performed using PROSIM. The WCWEP will be added to the PROSIM baseline in the future, now that a Record of Decision on the project has been issued. PROSIM is not meant to be static in its development. We anticipate updating the PROSIM baseline as conditions change in the Provo River physical or institutional environment. 11. ( 5.0 Summary of Current and Future Uses of the Model pg. 33) The text in the Final Report will be modified to make this distinction. The District respectfully disagrees with PRWUA's conclusion that PROSIM is " woefully deficient" and has not met its intended objectives. The District has found PROSIM to be an extremely useful tool in evaluating long- term impacts of various operational, institutional, and regulatory constraints. The District welcomes the opportunity to discuss PROSIM and its assumptions, results, and usefulness for other water management agencies with PRWUA. It is apparent from the comments that misunderstanding exists regarding the model, its assumptions, and its operating rules. Some of the misunderstanding is due to an oversight on our part of not clearly specifying items in the draft text. We will modify the Final Report to address your specific concerns and will certainly make every effort to explain evaluations or address concerns of the model brought to our attention in the future.
