( 4.1.3 Demands pg. 26) The Provo River Project ( PRP) demands are set at 100,000 AF/ year because this is the normal annual demand. We recognize that " extra allotment" and " holdover storage" are allowed as part of the PRP. Holdover is accounted for in the model ( see DTM # 3 section 5.7.4.). Extra allotment demands could be included if PRWUA will provide guidance on when they should be applied and to what magnitude. 9. ( 4.1.4 System Storage Rules pg. 27) First Paragraph: The statement in question is a simplification. The modeled priority of water rights 55- 7060 and 55- 7061 is before that of the Utah Lake rights. The text will be modified accordingly. Second Paragraph: The statement will be removed from the text. Third Paragraph: We recognize that PRP is allowed to store an average of 5,000 AF/ year over a 10- year period with an annual maximum of 10,000 AF. The storage of 5,000 AF/ year was chosen for simplicity. A different assumption could be used if a 40- year sequence of storage values is used and a standard criteria for storage is provided. 10. ( 4.1.5 River, Reservoir, and Project Operations pg. 28) First Paragraph: We recognize that PRP is allowed under application A12144 to recapture up to 17,410 AF of return flows annually. The assumption of recapturing 9,000 acre feet of PRP return flows in Utah Lake was used to be consistent with the assumptions of the USBR's Jordanelle Operation Studies, which included the results of its 1975 Provo River Project Operation Studies that show 9,000 acre feet of recaptured return flow. Second Paragraph: The DC/ JOA allows for all storable water available at Jordanelle to be stored in Jordanelle and likewise at Deer Creek. The model does likewise, then allocates this storage between the two projects according to the priority of storage given in the DC/ JOA. Any storage thus allocated to PRP in Jordanelle is exchanged out for CUP waters in Deer Creek, or released down river to Deer Creek in the event that no . CUP water is available in Deer Creek for exchange, as per the DC/ JOA. The text will be modified in the Final Report to only indicate that the PRP/ CUP exchanges identified in the DC/ JOA are in place to transfer storage between the two reservoirs.
