( 1.3.3 Modeled Processes - Water Rights pg. 6) " Equalized allocation" means that the owners of water rights having the same priority share equally in proportion to their water right diversion rate during times of shortage. This clarification has been added to the text. 3. ( 2.4 Provo River Water Rights Analysis pg. 14) See response to first and second general comments. 4. ( 2.4.3 Analysis of Institutional Arrangements pg. 16) a. See response to first and second general comments. b. The table in Appendix A will be changed to indicate that the diversion rate for A9568 is limited to 150 cfs. 5. ( 2.6.3 Model Calibration pg. 20) The text will be changed in the final report. 6. ( 3.1 Description of Historical Modeling Data and Assumptions pg. 22) The Historical Simulation was used primarily for calibration and verification of the model. This simulation used a historically based maximum monthly limit on Deer Creek diversions to storage, not because there is any assumed limitation of this kind, but simply as a modeling tool to eliminate large diversions to storage which would not match historical reality. The baseline scenario and any future scenario, does not include this monthly limit. " Flood control releases" will be deleted from the text. 7. ( 3.5 Conclusions Regarding the Historical Simulation pg. 23) See response to first and second general comments. The Historical Simulation was only a calibration check on certain aspects of the model. The historical input dataset ( 1960- 89) was divided in half. The first half was used to calibrate the model, meaning that input parameters were adjusted until the output results closely matched historical recorded data. Once this process was completed, the calibration was verified using the second half of the input dataset. Input parameters remained unchanged from the calibrated values and results were compared to historical results.
