GENERAL COMMENTS The Deer Creek Reservoir/ Jordanelle Reservoir Operating Agreement dated November 1, 1994 (" Operating Agreement") specifically governs the allocation of die waters covered thereby Lenlhe Provoker Project (" PRP") and the Bonneville V* * * ^ g^ (" BU") No reference is made to the Operating Agreement in the PROSIM Draft Report and it Lerafttt the allocation process provided for in the Operating Agreement has mbeenmodded tao PROSIM. Next to the 1921 Provo River Decree, the Operating Agreement . s probably die singularly most important document governing the diversion, storage release and use of die IZs of the Provo River and the foreign waters imported from the Duchesne R. ver and Webe River PRWUA respectfully suggests that the water allocation process provided for in die OpemingTg; eement shouMbe a cornerstone of PROSIM and is absolutely essential to the integrity and usefulness diereof. The PROSIM Draft Report does not address the demands being placed on the Provo River System by the U. S. Fish and Wildlife Service (" FWS") to provide water for the June sucker as S « wi species.
