Show under consideration is a 2,800- acre parcel of land located along the Strawberry River upstream from the reservoir. The Bureau of Sport Fisheries and Wildlife has agreed to study alternative areas that may be better suited for replacement of moose and beaver habitat which is of primary concern. ( c) A total of lU, 500 acres in two units in the vicinity of Goshen Bay at the southern end of Utah Lake would be acquired and developed for waterfowl and pheasant habitat. This area would be known as the Goshen Bay Wildlife Management Area and would partly mitigate losses of habitat resulting from the diking of Goshen and Provo Bays and the reclamation of the Benjamin Slough Area. The successful development of the Goshen Bay Wildlife Management Area would be contingent upon provision of an annual water supply of 2*+, 250 acre- feet. The Utah Division of Wildlife Resources asked that the Bureau of Reclamation assist in every way possible to secure this amount in the resolution endorsed by the Utah Water and Power Board and by the Governor of Utah on April 12, 1965.110 With a full water supply, about ^, 700 acres of marsh and open water and about 1,200 acres of agricultural lands could be developed. Full development of the area would mitigate the loss of waterfowl hunting caused by the dikes and no would replace pheasant habitat losses in Provo ijay.- t" L£:: It is anticipated that about 20,000 acre- feet of water would be available to the area on an annual basis. This water would originate primarily from existing inflows ( 5 » 000 acre- feet), additional return flows under Unit operation ( 12,000 acre- feet), and precipitation ( at least 3,000 acre- feet). The proposed plan of development does not include construction of the canals required to route the return flows to the proposed management area. However, in view of the increased awareness of ecological problems the matter of the required canals would receive favorable consideration. ( 3) In order to ensure adequate opportunity for safe migration of big game animals, certain open sections of Unit canals would be modified with bridges or other crossings. Costs would be absorbed under Section 8 of the Colorado River Storage Project Act. The Bureau of Reclamation would construct the crossings in cooperation with the State biologists using the Bureau's criteria Reducing Hazards to People and Animals on Reclamation Canals. " 23 450 |
