Show archeologic objects and the wildlife of said lands, and to provide for public use and enjoyment of the same and of the water areas created by these projects by such means as are consistent with the primary purposes of said projects; and ( 2) facilities to mitigate losses of, and improve conditions for the propagation of fish and wildlife." Determining what facilities are required and the costs of these facilities to meet projected needs is an interagency responsibility. The Bureau of Sport Fisheries and Wildlife is responsible for fish and wildlife considerations. The Bureau of Outdoor Recreation, the National Park Service, and the Forest Service are responsible for the remaining recreational considerations. The specific responsibilities depend upon which agency or agencies have jurisdiction over the lands in question. These agencies, after determining the needs for and the costs of required facilities, will then program funds through the Bureau of Reclamation. The above described procedure will become operative July 1, 1973. In the past each of the responsible agencies administered their Section 8 program independently and sometimes without adequate correlation with construction through the Bureau of Reclamation. The new method of operation places the responsibility for the programming of Section 8 funds upon the Bureau of Reclamation and should simplify and improve coordinated use of funds. The new approach would, ensure that construction of Section 8 facilities would be concurrent with Unit development. At present the Section 8 program is being re- evaluated. Development of approved features within the program would be contingent upon and correlated with completion of the construction schedule and the size of the funding appropriations for this purpose. The proposed construction and operation plan for the Bonneville Unit contains approximately $ 20.6 million designated for Section 8 purposes. Of this amount about $ 3.7 million would be concerned with the development of recreation facilities on reservoirs. The planning of these facilities is the responsibility of the National Park Service. About $ 7.9 million has been scheduled for fish and wildlife mitigation and enhancement. The Bureau of Sport Fisheries and Wildlife has developed the proposed plans for these activities. Approximately $ 9.0 million has been planned for Bureau of Indian Affairs developments. As new needs are recognized and programs formulated, additional funding would be requested. Approximately $ 332,000 annually has been designated to cover the costs of operation and maintenance of all planned Section 8 features. These costs were prepared by the respective cooperating agencies prior to publication of the Bonneville Unit Definite Plan Report. It is recognized that changes would likely occur from a re- evaluation of these Section 8 features. Section 8 considerations also include some fish and wildlife studies. 443 |
