Show conservation. The maintenance of this conservation pool would allow development of a good warmwater reservoir fishery. ( l6) Under the present plan Hayes Reservoir would have an inactive storage pool of 8,200 acre- feet of which 6,800 acre- feet would be specifically for fish conservation. ( IT) Releases would " be made from Hayes Reservoir on Diamond Fork to maintain a minimum instantaneous flow of 75 c. f. s. in the 3- mile reach of Spanish Fork River between the confluence with Diamond Fork and the Strawberry Power Canal Diversion Dam. The releases from Hayes Reservoir would be continuous so that the 0.5- mile reach of Diamond Fork below the dam and the Spanish Fork River would always be a live stream. ( 18) Under Section 8 provisions of the present plan at least $ 21, U00 has been made available for a 2- year study designed to evaluate the potential of modifying the dikes proposed for Provo and Goshen Bays to provide spawning sites for channel catfish. The study is being carried out by the State Division of Wildlife Resources at Willard Bay. One year of the study has been completed. The Division of Wildlife Resources will provide recommendations on specific developments that would be needed to mitigate spawning area losses. These recommendations, if feasible, would be incorporated into the final design of thedLkes. ( 19) Even though the Bonneville Unit would not cause significant changes from past fluctuations in the level of Utah Lake and the Bureau of Reclamation has no direct authority over water right owners on the lake, the Bureau would negotiate with all parties concerned in an effort to maintain the lake at a minimum pool of elevation 1+ 1+ 80.0 feet or maximum drawdown of 9.3 feet below compromise level. To this effect the Pelican Point Pumping Plant ( capable of drawing the lake down at least 3 feet to 12 feet below compromise level) has been deleted from the Unit plan. ( 20) The design of Jordanelle Reservoir, in the proposed plan, calls for an inactive storage pool of at least 20,000 acre- feet. This volume would be a prerequisite to establishment of a fishery in this reservoir. ( 21) Through negotiation with water users the active storage of lU of the 15 small reservoirs located near the head of the Provo River would be transferred to Jordanelle Reservoir.
