Show 27) The only mitigation for streamflow losses caused by the Unit would occur on Rock Creek and the Strawberry River. The 6,500 acre- feet of water to be provided annually would be much less than the 37> 000 acre- feet per year recommended by Federal and State fishery biologists. This situation is illustrated in Section C, Tables C- 3 and C- k. Wildlife ( 1) Tribal authorities of the Uintah and Ouray Indian Reservation have selected six areas, totaling about 6,600 acres, along the Duchesne River that have potential for improvement and development as wildlife management areas. Under the proposed Unit plan the cost of developing these areas would be covered by Section 8 of the Colorado River Storage Project Act while the operation and maintenance costs would be borne by the Ute Indian Tribe. A feasibility study of the wildlife management areas is scheduled to be accomplished in 1973 under the direction of the Bureau of Indian Affairs. ( 2) The proposed Unit plan would include the establishment of three wildlife management areas which would be made available to the Utah Division of Wildlife Resources for administration and management. The funds required for acquisition of private lands and the development of the areas would be provided under Section 8 of the Colorado River Storage Project Act. According to the Bureau of Sport Fisheries and Wildlifesthese areas would be needed for mitigation of Unit- caused wildlife losses and also for the development of wildlife resources. Except for the Goshen Bay Development, operation and maintenance costs would be borne by the State. ( a) About 1,280 acres of land northwest of Starvation Reservoir would be purchased and developed into deer winter range. This would assist in solving the deer management problems ( concentration of animals on lands with insufficient food supply) caused by inundation of winter range by Starvation Reservoir. This land, combined with the 6,6kO acres of State- owned deer winter range known as Blacktail Mountain Game Management Area, would provide sufficient forage to sustain the existing deer herd. To date the land has been acquired and range improvement procedures are programmed for completion during fiscal year 197^• ( b) The Bureau of Reclamation has agreed that losses of deer fawning and summer range, moose habitat, and beaver habitat caused by the Bonneville Unit should be mitigated as much as possible.
