Therefore, if regional economic development is a primary objective, water resource investment probably should be made in combination with other types of public investment such as manpower developments and training, highway construction and improvement, urban renewal, etc. It appears that the above two studies are in direct conflict but upon closer examination this is not necessarily the case. Some of these determinants are: quality labor supply, a source of raw macerials, access to markets, transportation facilities, suitable climate, and availability of capital. In regard to the Wasatch Front, these other determinants are not lacking. They have been and no doubt will continue to be supplied so that economic growth should continue with or without the Unit.
