Show levels of these reservoirs would be stabilized for recreational purposes. The Forest Service and the Bureau of Reclamation would cooperate in this project. ( 22) The minimum flow recommendations for the Provo River of 50 c. f. s. at Jordanelle Dam and 60 c. f. s. at Deer Creek Dam, made in the Bureau of Sport Fisheries and Wildlife's 1965 report, have been incorporated into the proposed plan. Flow improvement below Jordanelle Dam would be expected to mitigate some of the fishery losses that would occur below Deer Creek Dam. Below Deer Creek Reservoir any shortages caused by drought conditions would be shared proportionately by all water users. The guaranteed minimum releases described above would result in improved fishery flows in about 10 miles of stream above Deer Creek Reservoir and k miles below the reservoir. Although currently not in the Unit plan, baseline and research studies are being considered for various fishery aspects including Utah Lake, instream flow requirements of fish, Diamond Fork Power System, and Jordanelle Reservoir. The Bureau of Reclamation recognizes that such studies are a prerequisite for final design and location of most of the features contained in the proposed plan. At the request of the Bureau of Sport Fisheries and Wildlife, two outlet tunnels have been constructed at Soldier Creek Dam so that water can be diverted from any one of four different elevations. This facility will function to insure the release of water with high oxygen content and optimum temperature for fish growth and life processes in Strawberry River below the dam. However, it is doubtful that the full potential benefits of dual- level outlets will be realized under the minimum flow conditions that will exist under the proposed operating plan. Under Unit conditions it appears that the amount of the minimum flow will be the chief factor controlling the development of fish populations and other aquatic organisms. ( 25) Even though recommended minimum flows would not be provided under the proposed Unit operation plan, it is important to note that the Unit features would be designed so as to allow passage of virtually all natural flows if future decisions directed that this be so. ( 26) The Ute Indian Tribe would be reimbursed for any damage or loss to fishery resources during construction of the Bonneville Unit whenever such losses would occur on Indian lands.
