Show c* Non- Section 8 Features and Ecological Studies Through a system of consultation and coordination with cooperating agencies, features such as fish conservation pools in reservoirs and structures designed to prevent fish from entering tunnels and pipelines were incorporated into the present plan. Also included in the present Unit plan are studies designed to establish baseline indicators of ecological conditions to monitor changes that would be caused by Unit construction and operation, and to better enable prediction of the ecological consequences of development activities. One such survey has already been carried out by the Center for Health and Environmental Studies, Brigham Young University. Additional, more detailed, and longer- term studies are presently being organized. At present, detailed investigations are intended for Utah Lake and Jordan River, the Diamond Fork Power System, and the municipal and industrial water complex that would be developed around Jordanelle Reservoir and the Provo River. In addition, an interagency study proposal is being evaluated that would assess the effects of reduced water flows on trout populations- particularly in streams within the scope of the Central Utah Project. In order to develop an interdisciplinary coordinated approach to handling ecological problems, the Bureau of Reclamation is currently attempting to organize and establish an interagency ecological studies committee consisting of both Federal and State personnel. It is intended that this group constitute a formal liaison among ecologically- oriented agencies and develop a unified approach to the solution of problems. Specific Mitigation Measures a. Fisheries ( 1) The design of Starvation Reservoir has incorporated into it a minimum pool approximating 15,000 acre- feet, including 5,500 acre- feet for fish conservation purposes. ( 2) The outlet works of Starvation Reservoir have been designed to prevent loss of fish to the Strawberry River. ( 3) Starvation Reservoir, through agreement with the Moon Lake Water Users Association, is being operated so that Midview Reservoir ( which also receives water from the Duchesne River) maintains a minimum pool of 1,500 acre- feet for fish conservation. 444 |
