Show D. MITIGATING MEASURES AND AIR AND WATER QUALITY ASPECTS Introduction a. General The dictionary definition of the word mitigation is: " The alleviation or abatement of something harsh or severe." For the purposes of this environmental statement, mitigation will be defined as follows: " Measures that are proposed and/ or required to be undertaken to enhance, protect, or mitigate impacts upon the environment by the proposed actions, including any associated research or monitoring." This definition is taken from Chapter 59 Statement of Environmental Impact, Appendix A- 55 Bureau of Reclamation Instructions Series 350, Part 376. lSl The types of actions included in this discussion include: ( 1) Those incorporated into the design of features, ( 2) Those incorporated into the operation of features, ( 3) Those designed to lessen adverse impacts, ( k) Those designed to replace environmental losses, ( 5) Those designed to restore undesirable impacts, ( 6) Those designed to enhance utilization of a reservoir or streams, and ( 7) Those designed to allow investigation of and better understanding of the existing environment and of Unit impacts so that adverse effects would be lessened or avoided. b. Section 8 of the Colorado River Storage Project Act Section 8 of the Colorado River Storage Project Act ( Public Law U85) was approved April 11, 1956, and charges the Secretary of the Interior with specific recreational and fish and wildlife responsibilities related to Federally financed projects authorized under the Act. The Bonneville Unit, as a participating project, is subject to the terms of Section 8. By authority contained in Section 8 the Department of the Interior is: " authorized and directed to investigate, plan, construct, operate and maintain ( l) public recreational facilities on lands withdrawn or acquired for the development of said project or of said participating projects, to conserve the scenery, the natural, historic, and 442 |
