Show M E M 0 RAN DUM TO : Roger Roper FROM: Don Hartley DATE: 27 May 1990 SUBJECT: St. George Opera House I am in receipt of the subject Pre-development project submittal for the St. George Opera House Restoration, which consists of the statement of qualification for RLE Associates, the contract between RLE Associates and St. George City, the invoice from RLE for professional services , and the construction drawings for stabilizing the building. I take no exception to the scope of services described in the contract , and the fees for professional services appear reasonable. I have noted the following deficiencies in the submittal: 1. Article 10. B. of the contract indicates that RLE associates agrees to submit the nomination forms to have the building placed on the National Register of Historic Places. The nomination forms were not included with this submittal and per our conversation have not been received by this office at any other time. Unless other arrangements were made between St. George City and RLE Associates which we are not aware of, RLE Associates needs to complete this phase of the work to fulfill the contract. 2. The set of drawings submitted for review are not complete or adequate for bidding and/or construction . They appear more like a check set for a 75 % progress review. General - The drawings are not in order . indicated on the drawings. Scales are not Sheet A1 - The notes are incomplete. They also make reference to "ALT 112" and "ALT 113." Where is Alternate 111 and is there an Alternate 11 41 All alternates should be listed separately in the bid documents for the contractor. Sheet A2 - Notes regarding adobe and doors on east elevation are vague and need development. Specifications are needed for adobe materials and installation method. Sheet A3 - Key notes are not referenced on drawings. general dimensions would be helpful. A few |
