Show Dec. 18, 1989 Dear Ward: Pursuant to your request, I am sul::mitting herewith an outline of hCM I intend to proceed with the project of upgrading and developing the two historic ccnmercial buildings at 111 and 115 25th Street. 'lb date, I have done the following: 1) 2) 3) 4) Paid off the nortgages in full. Paid off all back property taxes in full (except 1989) • Brought payments on the street improvements up to date. Responded in writing to the notices sent by Douglas Smith and will be presenting a proposal to the Board of Appeals today (rehabilitation rather than dem:>lition). 5) Employed an engineer and have had preliminary structural engineering CCl'lpleted. 6) Ccmrenced a set of architectural construction docum:mts. I propose the following work, outlined in the order in which I expect it to happen: 1) Ccrrplete the engineering and architectural drawings and specifications. 2) Put the construction documents out to bid. 3) Depending on the annmt of the lowest oc:rrq:letent bid, seek fw1ding for the work. Phase I work will consist only of structural and seismic upgraCli.nJ, including roof and floor joists, cormections and pl~ diaphragms and masonry repair of damaged briCk walls, plus installation of stairs fran the first to second floors. Phase II will consist of architectural rehabilitation of the first floors of both buildings sufficient to rent these areas. '!his work will include heating, wiring, plumbing and new wall, ceiling . and floor finishes, etc. I have met with Hichard !'k:Conkie and will seek the blended, low interest fw1ding available fran the City for rehabilitation of historic structures. I am also counting on the $1,000 pledged by Paul Glauser for the engineering fee. I have also met with the Utah Heritage Foundation and conventinal fw1ding sources for financial assitance. 4) Soould the renovation cost prove arrortizable by the projected rental incc:ma and should the financiang prove securable, I will contract with a builder to e<rrplete at least Phase I of the project. If financially feasible, I will contract for Phase II as well. Should tenants want the second and third floors, I will also CCl'lplete Phase III, the renovation of those remaining areas.
