Show 166 The Salt Lake Tribune editorial page also compared the Arches and Capitol Reef hearings to those on Canyonlands, reiterating its editorial stance in favor of national parks limited in size and open to multiple uses: ln many respects the campaign to create two more national parks in Utah is being fought along the same lines and with the same arguments pro and con that were heard some IO years ago when Canyonlands was first under serious consideration. At that time Utah's congressional delegation favored the new park but with special reservations that would have prcmittcd [sic] certain other uses such as mining. But in the end they had to give in. Congress, in effect, said "if you insist on multiple use forget about the park." It has been suggested that prospecting, mining and livestock grazing could be provided for in establishment of the two proposed parks. But could it? Congress wouldn't buy multiple use ofCanyonlands and there is no reason to believe it would feel any different about Arches and Capitol Reef.m On April 23, 1970, Representative Burton introduced what he called a compromise for the Arches and Capitol Reef national monuments. I [is plan would create national parks of the two areas, but the southern 48,000 acres of Capitol Reef, where grazing was heavy, would be classified as a national recreation area. The Salt Lake Tribune quoted Burton: "A recreation area, which pcnnits multiple usage of land, would protect rights of Utahns who use this land, while a national park in the other areas of this scenic wonderland will preserve historical antiquities as well as open up some of the most beautiful scenery in the West to interested Americans."513 Bennett, who was no longer promoting his own bill, threw his support to Burton's House version. This left the bills sponsored by Burton and Moss as the only active legislation dealing with Arches and Capitol Reef.
