Paragraph 6. Intake or Headworka. (a) Diversion will be made by pumpingt Capacity of plant 720,374 gallons per minute (1606 oubio feet per second). The grade tunnels, grade conduits and lined canals will be constructed to full oapaolty as part of the first development. The pressure conduits, pumping plants and storage reservoirs, being auaoeptible of economic oonstruction in stages or parallel seotlons, will be construeted of adequate initial size as part of the firat development, and will bo Increased from time to time until the required ultimate capacity is attained.
