The grade tunnels, grade conduits and lined canals will be constructed to full capacity as part of tho first development. The pressure conduits (syphons),force mains, pumping plants and roser-vpirs, being susceptible of economic construction in stages or parallel sections, will be constructed of adequate initial size as part. of the first development, and will be increased from time to time (commencing in the 9th year of operation, or in 1947) until the required ultimate capacity is attained. (b) Diversion through the clarifiers will be made by pumping without the aid of any diversion dam below the proposed intake. Under the alternate plan of diversion by means of Parker Dam, diversion will be by pumping but with the aid of Parker Dam, said dam being 80 feat in height (stream bed to level of overflow); 590 feet long on ^ top; and constructed of concrete. M (c) Under the alternate plan of diversion the storage dam (for combined storage and regulation purposes) will be 80 feet in height (stream bed to over-flow level); 590 feet long on top; have a freeboard of 15 feet, and be constructed of concrete.
