" Another type of inspection I have been accustomed to has been in connection with rules and regulations for navigation, which I have not paid any attention to on the Colorado river. " In connection with these examinations we make ordinarily what is called a preliminary examination, and a survey, if necessary. The purpose of the preliminary examination is to determine whether a further investigation is necessary, and if such investigation is considered necessary, to ascertain such facts as are necessary to determine the scope of the future investigation a survey. " The purpose of the survey is to develop an actual physical plan for improvement of the river, with its cost." R. 1224- 1225. By an examination into economic conditions he means, " The improvement of rivers is a very variable proposition, so far as coat is concerned, and the amount of traffic existing, and potential is a very essential item in determining whether a river should or should not be improved under acts of Congress. In connection with the consideration of a problem of navigation, the question of volume of transportation is very essential, " and whether that transportation is of such nature as it would ordinarily follow the river route if such route were available.".
