Show 3. It is the opinion and judgment of the Water Administration Committee that the functions of the office of the State Engineer should be entirely separated and independent from those of the Utah Water and Power Board; that it would not be in the best interests of the people of Utah to have the appropriation and regulation of the use of water committed in any way to an agency which is charged by law with the duty to acquire water in Utah by the making of appropriations for the use thereof by the State or its agencies. Conflicts between claims and rights of the Utah Water and Power Board, or other state agencies owning water and individual citizens, are inevitable and the office of the State Engineer should be free and independent to make impartial decisions in accordance with state law subject to review in the state's courts where the decisions may become final. 4. It is further the judgment of this Committee that the salary of the State Engineer should be fixed in accordance with the responsibilities of that office comparable to salaries of officers employed in the Utah Water and Power Board and that the office of State Engineer should be adequately financed to perform all of the duties assigned to it by the laws of Utah. The Chairman of the Committee was directed to prepare a tentative resolution in accordance with the above order and to circulate the same to all of the members of the Committee and to Lewis H. Lloyd, Director of the Utah Legislative Council, for the benefit of the Flood Control Committee and the Underground Water Committee. The Chairman was further requested to contact Mr. Lewis H. Lloyd and suggest that the tentative reports of the Flood Control Committee and Underground Water Committee and the Water Administration Committee be interchanged before final adoption to assure that the three Committees are not out of harmony with each other. Following the meeting the Chairman visited with Mr. Lloyd and informed him of the Committee's request and was assured by Mr. Lloyd that he would arrange with the other two Committees for an interchange of tentative reports before final adoption. The tentative resolution of the Committee is attached hereto. The next meeting of the Committee will be held upon the call of the Chairman for the consideration of the tentative report. Minutes of the Meeting Held August 29, 1956 Minutes of the meeting of the Water Administration Committee, a subcommittee of the Legislative Council, called for Wednesday, August 29, 1956, at 8: 00 o'clock a. m. in the Hotel Utah Coffee Shop. Present were Reuel Christensen, Ephraim, Utah; Tom Jensen, Salt Lake City; Carl Frischknecht, U. S. A. C., Logan, Utah; Warren Bulloch, Cedar City, Utah; and Gerald Irvine, Salt Lake City. Breakfast was served at 8: 00 a. m. and after breakfast the minutes of the meeting of June 26, 1956 were read. The Committee considered the reports of the Flood Control Committee and the Underground Water Committee, and concluded there was no conflict between these reports and the tentative report of the Water Administration Committee.
