Show In the adoption of the tentative report it was decided that proposed legislation to effect the findings of the committee should not be prepared, but that the members thereof should stand by to assist the Legislative Council or its agencies, including the Attorney General, in the preparation of such legislation as was felt desirable. On August 22, 1956, the chairmen of the Water Administration Committee, Underground Water Committee, and Flood Control Committee met with representatives of the Legislative Council to consider the tentative reports of the committees in order to report back to their respective subcommittees and thereby facilitate the preparation of the final reports. On August 29, 1956, the State Water Administration Committee met and considered its tentative report in view of the study made by the individual members since its adoption and in light of the tentative reports of the other two committees. All members of the committee were present except one; he was engaged in important business, necessitating his absence. After thorough consideration and several changes in the tentative report, a final report was unanimously adopted. Legislation proposed in the report relates to the salary of the State Engineer, adequate staffing of the State Engineer's Office, and the creation of an archives department. It was, therefore, felt that the committee should not prepare legislation, as the amount of the salary and the situs of an archives department were matters of general policy which should be left to the Legislative Council. The committee, therefore, decided to make available the services of its legal members to assist the Council in the preparation of any legislation necessary as a result of its findings.
