Show APPENDIX C MINUTES OF WATER ADMINISTRATION COMMITTEE MEETINGS Minutes of Meeting Held November 18, 1955 The meeting called by the Legislative Council with the representatives of the proposed subcommittees, in letter of October 26, 1955, was held in the Senate Lounge of the State Capitol Building as scheduled on November 18, 1955 at 2: 00 p. m. The State Water Administration Committee was represented by Mr. H. W. Colton, Mr. Warren Bullock and the undersigned. The subcommittee of the Legislative Council on Government Organization, consisting of Representative G. Douglas Taylor, Mr. Mark Paxton and Mr. Guy N. Cardon, was present and furnished our Committee with a progress memo, the portion of which is pertinent to our work you will find enclosed herewith. The representatives of the Water Administration Committee present were asked to organize and appoint a Chairman, Vice Chairman and Secretary and fix the first meeting day. A separate meeting was then held and the undersigned was appointed as Chairman, Mr. H. W. Colton as Vice Chairman, and Warren Bullock as Secretary. The first meeting was called for Saturday, November 26, at 2: 00 p. m. in the Senate Lounge of the State Capitol Building in Salt Lake City. The agenda of that meeting is stated in the progress memo ( enclosed) and each of the representatives is requested to be prepared to discuss the subject at the first meeting. Minutes of Meeting Held November 26, 1955 A meeting of the Water Administration Committee, a subcommittee appointed by the Legislative Council, was held November 26, 1955 at 2: 00 p. m. in the Senate Lounge in accordance with notice previously given November 21. Present were Mr. H. W. Colton, Mr. Tom Jensen, Mr. Carl Frischknecht, and the undersigned. Mr. Reuel Christensen and Mr. Warren Bullock were both excused. The Chairman reviewed the matters respecting State Agencies dealing with the development, distribution and determination of water rights. It appeared that the office of the State Engineer was created with the organization of the State and is found in the Revised Statutes of Utah in 1898. This office has continued in effect since that time, with the duties of developing, distributing and determining water rights. In the year 1947 the Utah Water and Power Board was created for the development and utilization of water pursuant to Section 73- 10- 4, U. C. A. 1953, and in 1953 the said board was assigned powers relating to interstate agreements, formerly assigned to the office of the State Engineer, under Section 73- 2- 8, U. C. A. 1953. The State Engineer is now charged with the distribution of water and determination of water rights as well as other duties. These are the only two agencies dealing with water rights under State Laws of Utah. It was decided that a meeting would be held Saturday, January 14, 1956, at 2: 00 p. m. in the Senate Lounge to further consider the problems, and that Mr. William R. Wallace be invited to attend that meeting and review with the committee his recollection of the agencies which have in the past been assigned duties with respect to water and water rights in Utah. - 37- |
