Should the authority to administer water rights be combined with the authority to develop and hold water rights? 5. What should be the administrative organization and status of the State Engineer's Office? A review of all Utah statutes relating to state agencies dealing with the development, distribution and determination of water rights was requested by the chairman to be prepared, and in subsequent meetings of the subcommittee the Utah laws from statehood to the present time, relating to such state agencies, were prepared and reviewed carefully with the members of the committee. The committee thereafter decided it would review the administration by state agencies dealing with the development, distribution and determination of water rights. Mr. William R„ Wallace appeared and reviewed with the committee the activities of the various state agencies involved since statehood. The committee felt that personal contact should be made with present state agencies assigned to administration of water and water rights and the committee was sub- divided into two subcommittees, each of which separately and independently investigated the administration of water resources in Utah by the office of the State Engineer and the Utah Water and Power Board. Subsequent sessions of the entire committee were devoted to discussion and consideration of the desirability of maintaining two state agencies, each separate and independent of the other. At the beginning of the meetings sharp conflict in views resulted, which conflicts were later resolved, and on June 26, 1956, a tentative report of the committee was adopted and circulated to all members of the committee and the members of the Underground Water Committee and Flood Control Committee.
