Show CONCLUSIONS AND RECOMMENDATIONS The findings and recommendations of the three water committees working over the past several months have been Condensed and summarized for the purpose of coordinating the results of the studies made. These conclusions follow" 1. A State Archive Department should be created to house all files, except current files, of the State Engineer and Utah Water and Power Board. 2. The State Engineer and the Water and Power Board perform entirely different functions and should not be consolidated into one office or department. It is in the best interests of the state to maintain separate agencies for the appropriation, distribution and regulation of the use of water on the one hand and the contrasting functions of acquiring, developing and utilizing water for public purposes. 3. The salary of the State Engineer should be fixed in accordance with the responsibilities of that office comparable to salaries of other officers with like responsiblities. 4. Sufficient funds are needed for effective administration of existing statutes and to provide for an adequate and continuing inventory of water resources. 5. Broad discretionary powers are given to the State Engineer under the law. When adequate personnel for administration and knowledge of the physical basis of water supplies are available, possible inequities under present statutes can be corrected. No revisions of existing statutes are recommended. 6. The State of Utah should take over and operate various water facilities in flood emergencies. 7. The State Engineer should be designated ex officio Flood Control Commissioner with duties defined by law for flood emergencies, 8. The state should be solely responsible for damages resulting from the operation of water facilities. - 28- |
