Show It was further decided that two committees would be appointed-( 1) Mr. FrisehknechtjJMr. Colston, IMr; Christensen; ( 2) Mr. Bullock, Mr. Jensen, Mr. Irvine; that the first named above would be the Chairman of each committee, and that each committee would make an independent study of the character and the work performed by the State Engineer and the Utah Water and Power Board for consideration at subsequent meetings of the committee. Mr. Jensen was requested to invite Mr. Wallace to attend the next meeting and explain the purpose of his visit. Minutes of the Meeting Held January 21, 1956 The Water Administration Committee, a subcommittee appointed by the Legislative Council, met on January 21, 1956 at 2: 00 p. m. in the Senate Lounge, State Capitol Building, in accordance with notice to the members. All members of the Committee were in attendance and Mr. William R. Wallace, our invited guest3 was also present. The Chairman called upon Mr. Carl Frischknecht and Mr. Warren Bulloch to report for the respective committees. It appeared from the respective reports that the offices of the State Engineer and Utah Water and Power Board were performing entirely different functions; that possibly the Utah Water Pollution Control Board, established under the provisions of Chapter 14, Title 73, Utah Code Annotated 1953, in the State Department of Health, may have some duties pertaining to water which should be investigated by this subcommittee. Its powers and duties are set out in Section 73- 14- 4, U. C. A. 1953. At the conclusion of the reports it was decided that a new archives association would be highly desirable; that the consolidation of the two agencies should not be effected without considerable study; that the State Engineer is underpaid and not sufficiently financed to perform the duties assigned, and that his office should be given some tenure. Mr. William R. Wallace then gave a very interesting and enlightening discussion with respect to the agencies which have in the past exercised powers with respect to water and water rights in Utah; the Utah Conservation Companyr a corporation, the Utah Water Storage Commission, and the Publicity and Industrial Development Commission were considered by him in his discussion. He further stated that he would like to attend subsequent meetings after reviewing the files in these associations, and discuss the matter with us further. An invitation was extended to him for that purpose. It was decided that the next meeting would be held for the purpose of discussing the findings of the various committees and the report made by Mr. Wallace. A time was fixed for February 17, 1956 at 2s00 p„ m0 in the Senate Lounge, State Capitol Building.
