Flood control. Deals with the authority of the State Land Board to do certain things relative to the control of floods, such as condemning watershed lands and rights- of- way that may be needed in flood control; cooperation with other agencies; and to construct flood control facilities. One of the main needs in flood control, that of regulating streams and reservoirs, is nowhere specifically provided for in the present laws. The need for them was discussed and experience with the floods of 1952 on the Weber River was cited. Mr. Anderson referred to the flood control structures at the mouth of Farmington Canyon and the lack of clear- cut state responsibility. He thought the state should have authority to keep flood channels cleared or to see that they were unobstructed. Mr. Harris asked for a discussion of the desirability of the state exercising responsibility for regulating water control facilities for flood control purposes. All seemed to see the need but Attorney General Callister pointed out the seriousness of the state taking on the responsibility of regulating reservoir storage for flood control and of the responsibility for flood- control structures. He said the committee should give careful consideration of the liability that might be saddled on the state as a result of any recommended legislation. The chairman said that it would be desirable to continue the discussion of the question: " Should the state exercise responsibility in controlling water during flood stages?" at another meeting, such meeting to be called in the near future. Also other state responsibilities in flood control besides storage regulation should be considered at the next meeting. The meeting adjourned at 4: 00 p. m.
