Show Syphilis - Primary and Secondary (Cases in 1998 in Utah = 4) Over the past three decades, Utah's primary (first stage) and secondary (second stage) syphilis incidence rate has been only one-tenth that of the United States. Within the last decade, Utah's incidence rate has decreased on the average to less than 5% of the national rate. There is almost a cyclical trend in the United States, with periods of increase followed by years of decline. The trend differences in Utah are influenced by extremely low numbers of cases statewide, which may account for year-to-year variations. Table 64. Syphilis Table 63.
