Show 2. Residential expansion seems to be taking place independently of its proximity to community service centers. Such pressure for expansion, however, could be offset by extremely high new housing costs, and the inability of lower than median priced housing to return adequate revenues for maintenance of municipal services provided i^ Should either of these off- setting factors occur without mitigation by either private or public management, agricultural land preservation could become self- fulfilling, at least temporarily. Methods of Locating Projections-- Complex Needs The analysis of growth in Salt Lake County had to be carried out with three goals in mind: 1. The determination of future wastewater effluent flow and its effect on Jordan River water quality 2. The determination of future development patterns and the effect of storm/ agriculture runoff on the Jordan River, its irrigation canals, and Valley tributaries 3. Provide a basis for updating county- wide projections to be used in the comprehensive master plan revision. For the purpose of achieving these goals, three methods of locating the projected population increase were used: The first involved the definition of the County by sectors called " Statistical Areas." These areas divided the county into common drainage basins but were adjusted somewhat to " line up" with census tract and traffic zone boundaries. Such a division allows analysis of growth in relationship to natural drainage channels and the measurement of the effects of development characteristics on natural waterways. The second method divided the County into common sewage collection areas, for the purpose of determining projected effluent flows through the sewage collection system to the receiving treatment plants.
