Show APPENDIX F FOURTH ANNUAL REPORT, COLORADO RIVER STORAGE PROJECT AND PARTICIPATING PROJECTS INTRODUCTION Legislation authorizing construction of the Colorado River storage project and participating projects was enacted into law (70 Stat. 105) on April 11, 1956. The act initiated the comprehensive development of the water resources of the upper Colorado River Basin. Authorized for construction were 4 storage units on the Colorado River and its larger tributaries, primarily for river regulation and power production, and 11 participating projects for irrigation and other related purposes. Construction has been initiated on the Flaming Gorge, Glen Canyon and Navajo storage units, and on the following participating projects: Hammond, Paonia, and the Vernal unit of the central Utah project. Construction appropriations have also been made available for the Seedskadee and Smith Fork participating projects. Construction of the Curecanti storage unit was not to be undertaken until the Secretary of the Interior certified to the Congress and to the President that, in his judgment, the benefits of this unit would exceed its cost. A certification covering the Blue Mesa and Morrow Point features of the unit was made on July 14, 1959, and funds for initiating construction of the Blue Mesa Dam and associated facilities were included in the Public Works Appropriation Act, 1961, approved September 2, 1960. Section 6 of the authorizing act stipulates that, on January 1 of each year, the Secretary of the Interior shall report to Congress for the previous fiscal year: 1. Status of revenues from; and 2. Cost of constructing, operating, and maintaining the Colorado River storage project and participating projects (hereinafter referred to as the "project"). The report is to be prepared so as to reflect accurately the- 3. Federal investment allocated at that time to power, to irrigation, and to other purposes; 4. Progress of return and repayment thereon; and 5. Estimated rate of progress, year by year, in accomplishing full repayment. 112 |
