Show are to be constructed on the New Mexico and Colorado shore lines of the reservoir accordingly. The Navajo reservoir will be drawn to elevations 5,945 (content 401,300 acre-feet) during each year of the period between the closing of the gates and the initiation of power production at Glen Canyon Dam if such operation will contribute to power production at Glen Canyon, and in any subsequent year, should such withdrawal be necessary to meet consumptive uses. We understand that under the proposed operation the recreation users at Navajo reservoir would probably have a water surface at or above elevation 5,970 (content 537,100 acre-feet) during each recreation season, generally May 1 through Labor Day. We also understand that the National Park Service is planning the extension of the permanent boat ramp to the 5,970 level. However, we recommend that the long-range management plan for the multiple uses of the reservoir should provide that the reservoir may be drawn to elevation 5,945 if situations involving severe water shortages so demand. We understand that these operations will involve no increase in the capital investment at Navajo Dam. The fact that riprap will be placed only above the berm at elevation 5,985 will not prohibit operations of the reservoir below the level of 5,990 considered in connection with the design of the outlet works of the yet-to-be authorized Navajo Indian Irrigation Project. We also understand that the material on the face of the dam below elevation 5,985 can be adequately maintained with little or no additional annual expense with proper control of the reservoir fluctuation to prevent damage from wave action and to provide free drainage of the porous section of the dam. We are also interested in securing the maximum reasonable nonreimbursable flood control allocation for Navajo Dam and Reservoir. Operating rules and regulations, if and when established, should be predicated upon the paramount need for meeting water demands from the reservoir.
