Show SPECIAL REPORTS 2-0440 Vol. 35 at that time to do this, and In view of thin expressed intention and the attitude of the canal company at that time, inasmuch as their dam and headgate is located at the only feasible site ior such n structure on this part of the stream, it was our Judgment that the best plan was to divert the water for the Indian reservation at tho Santa Clara dam and through the Santa Clara oanal. diverting it frora tho oanal wherever necessary to irrigate tho Indian land to the beat advantage. Tho alternative plan, providing satisfactory arrangements could not bo made with the Santa Clara Canal Company, was to extend tho upper Indian ditch upstream to the Santa Clara diversion dam, using the Santa Clara dam ao our diversion dam, diverting our water at the end of the dam opposite the heading of the Santa Clara Canal Company* A recent inspection of the Santa Clara diversion dam indilcates, however, that tho conditions existing at tho timo of our inspection in 19C4, were never improved, with the result that the entire dam has since failed, leaving only tho abutments and tho Santa Clara headgate intact. The entire floor and vxoir between the abutments has fallen to pieces in blocks of various sizes, and has settled or sunk to various depths as the result of the failure of the out-off walls and erosion of tho sand and gravel from beneath the dam. For the purpose of diverting water into tho Santa Clara Canal, a crude brush and rock dam has boon built over the romains of the original concrete weir* The excessive floods that destroyed the Santa Clara Canal Company dam also havo changed the course of the stream immediately below the cite of the dam, so that the strip of bottom land formerly extending from tho dam to tho Indian land on the south side of the river has boon completely swept away and tho stream has changed its course and now; flows along the foot of the rook hills or cliffs on the scuth side of the canyon lmmediately below tho dam, thus making it feasibly impossible to e::tond the Indian ditoh upstroan to the ntto of tho Santo Clara dam au oi-itiiuull^ intended as an alternative plnn In oaso of failui*o to ruOco catisf&otory arrangements v/ith the company for divertix^; the Indian v.Titnr supply through i^e oomj^any oanal* The presont ocn«?-itlon at this poln-t also makes it praotioally impoaslblo v/ithin reasonable expense to build a flume to oonvey the water -3- |
