Show -28r- inner row of piles which were spaced about 15 feet. The pile jetties did not successfully withstand the high flood during the early summer of 1912. In November of 1912, plans and specifications were prepared for the construction of the levee as discussed in the report of Assistant Inspector W. B. Hill, above referred to. Bids were called for and opened on December 2, 1912. The lowest bidder refused to enter into a contract to do the work, and as the second lowest bid was deemed excessive, stock and equipment were rented and the work done by force account. Because of its inaccessible location, the work was attended with much difficulty. All equipment and supplies had to be brought in from Needles, which necessitated ferrying the same across the elusive Colorado River which is in this vicinity rarely found twice in the same place. Work on the levee was begun in December of 1912 and completed the latter part of April 1913. Because of further encroachments by the river upon the area which it had been supposed to protect, it was deemed advisable to relocate a portion of the line that had been surveyed in 1911, further deflecting it from the river. In the construction of the levee, 75.8 acres were cleared, and 103,804 cubic yards of earth moved at a total cost of $26,306.25, being a unit cost of 0.2534 being nearly 3 cents per yard less than the second lowest bid. This levee is about five miles in length. It has a crown or top width of 6 to 8 feet, side slope of 3 to 1 on the river side, and 2 to 1 on the inside, except that at the crossings of the numerous sloughs, where both inside and outside slopes were made 3 to 1.
