The Clerk will read. The Clerk read as follows: For the construction of necessary channels and laterals for the utilization of water in connection with the pumping plant for irrigation purposes and for the installation of additional pumping machinery on the Colorado River Indian Reservation, Ariz., as provided in the act of April 4, 1910 (36 Stat. L., p. 273), for the purpose of securing an appropriation of water for the irrigation of approximately 150,000 acres of land, and for the conduct of surveys, preparation of plans and estimates for a complete irrigation system to supply the aforesaid area, which plans and estimates shall be embodied in a report with recommendations as to the most feasible and desirable irrigation system, and submitted to Congress prior to December 1, 1918, $80,000, to be immediately available, and for maintaining and operating the pumping plant, canals, and structures, $20,000; in all, $100,000, reimbursable as provided in said act, and to remain available until expended.2 Mr. Stafford [Rep. William H. Stafford (Wis.)]. Mr. Chairman, I reserve a point of order on the paragraph just read. I notice there is an authorization here for survey, preparation of plans, and estimates for a complete irrigation system to supply this entire area. A preliminary appropriation of $80,000 is provided for that purpose.
