Sinclair is the Director of Health Systems Improvement and has adminstrative operations responsibility for the Health Systems Reform Team at the Utah Department of Health. She is a Registered Nurse with a degree from the UCLA, a certified Health Facility Administrator, and a fellow of the American College of Health Care Administrators.
