C. Meeker, and the murder of and outrages u p ~ nth e employOs a t the White River Agenoy on the 29th day of September, 1879. You will not await the surrender of these parties, which may be made at sny time pending the completion of your duties. You will then make a careful and accurate enumeration, by families, of all the members of said bands, upon the completion of whioh, p a p e n t of the $75,000 will be made to said Indiana, as provided in the act, aod in aooordanos with apeoial instructions to be given, when the necessary fun& are placed to the credit of the disbursing officer of your commission. When the abose-named general services aha11 have been performed, your commfs-sian will divide into three parties, to the first of whioh will be aasi oed the duty of ascertaining the looation of the neoessary agricultural and grasiogqande for the set-tlement of the Unoompahgre Utes in the vicinity named in the act. To the seoond party will be assigned the duty of locating in like manner the necessary lands for the aettlsment of the Southern Utes, and the third party will auperviae the removal and settlement of the White River Utes to the Uiotah Reservation, as provided in the act. This removal should be effected as soon as the axreement is signed. In settling the Southern and Unoompahgre Utes, you will, in accordance with the spirit and intention of the act, if sutfioient agricultur&l lands osn be found, locate them within the Ute Reservation in the State of Colorado; but if you are unable to secure rhe necessary aerioultural lands in the Ute Reservation in Colorado for the set-tlement of all tbeae Indiana, you will locate the residue as oompactly as possible upon the La. Plata, in Xew Mexico, and the Grand Riwr in the Territory of Utah, an, speoi-fied in the aot of Jone. ds Boon a8 yoor oommissiou shall have determined upon the general location of any portion of either of t.he above-named Indians, yon will direot the surveying parties, who will be ordered to report to you for general instructions, bnt to whom speoifio direstions will be given aa to the manner of making surveys, toproceed to survey such tracts or parcels of land as may be designated by you. Such surveys should embrace only che lands principally valu&ble for agricultural and grazing purposes, and not mineral lsnds. When the surveys shall have sufficiently progressed ou will aeleot not to exceed oue-half section of land for ageuoy purposes for each a! said hands. You will then select the necewary and most available locations for nohaol-houses, grist, and saw-mills for the several agencies, as defined in the act, and report them for reservation from sale for the purposes indicated. You will then proceed ta seoure the removal and settle-ment in severalty of the Indians upon the lsnds, whioh you will allot to themin accord-ance with the provisions of the sct and the speciflo instructions which will hereafter, with the necessary blanks for that purpose, be transmitted to yon. In making the sllotments in severalty, if conaiatent with the wishes of the Indraos, care should be taken to locate the lands for the members of each family conti nausly You will advise them of the character of the land best adapted to their use, tfe looa: tions for the erection of buildings, and in all other matters tending to adrmoe their interests. In making bhe removal you will visit snd appraise at e liberal valuation the improvements of any and all Indians upon the lands to be abandoned, under the provisions of this agreement, and submit a list of the same to this department for ap-propriate action and the necessary instruotions a8 to peyment. In connection with the foregoing and other duties devolving upon you, your etteo-tion is directed to the provisions of the act to which your sotion should conform, and I have to req"est that you make a full report in detail as to the requirements neaes-aary to carry out the provision8 of section 2, uponreoeipt of whiohfurtherinstruotions in the instter nsmsd therein will be given. I desire to impress Opon you the importance of the duties to whioh you have been aasigned. In their exeoution you will please consult, and, 80 far as possible, act in harmony with the wishes of the Indians. The fullest latitude ia given for the exer-cise of the judgment and direction of the commission, and I will he gratified if you will frequently oonsult and advise with the department in reference to the ssme, and also fornish me with e weekly report of yoor proceedings. I have &o to recommend that you oonsult with the military commandem in reference to the more important movements in canneotion with the performance of your dnties. Further instructions will be given you from time to time as may be necessary. The compensation of each member of the commission will be at the rate of $10 per diem, while actually engaged, in addition to their actual traveling and other neeassary expenses.
