Utah State Planning Board 339 Capitol Building Salt Lake City, Utah Bear Ifro Winburn: I am enclosing herewith . three memoranda covering the Flood Situation in Utah, Irrigation Development and Water Storage « I have discussed these problems quite fully and the discussions may be more than you want to include in your report © I hope that I have covered the ground sufficiently so that you will be able to get what you want out of it. You asked in your letter of August 14th several questions which can be answered better by some one in Utah who has reference material to draw from<> I would suggest that you refer these questions to Drc OO %* Israelson of the Utah Agricultural College, who is in a position to answer them in detailo I have answered question No0 5 in part and may suggest further that with respect to the land problem it in my © pinion ' that present irrigation systems cover most of the lands which are most suitable for irrigation; but the great majority of system need a redistribution of the water supply so that all• of the better lands covered may receive enough water for producing maximum cropso % © re are many instances where water is now being wasted on, poor land where it might be used to better advantage on a better quality of landc In question NOc 6 I have a strong conviction that the Federal Government should continue providing work for young sen between the ages of 18 and 25 or even extending the limit upward to 30; and that these young men might well be used in developing systems of flood control, in improving canal systems such as lining with rubble masonry canals which sustain heavy losses of water and in the building of storage reservoirs* Dhder proper management we have never had a more efficient group of workers than have been provided through our Conservation Corps Camps. If the boys have failed to deliver satisfactory results it is because of the improper system of management under which they have been operating where inefficient men have been placed in chargs as a result of the method of selection. In many instances incompetent men have been given positione of responsibility., |
