Show Health Care Expenditures Utah's Health Policy Commission estimates total personal health expenditures in Utah to have been $3.74 billion in 1993, 7% higher than in 1992 (Tables 96-98). Personal health care expenditures, as defined by the Health Care Financing Administration, do not include the net cost of private health insurance, government public health activities, or research and construction. These exclusions represent about 12% of total health care expenditures. Per capita personal health care spending in Utah averaged $2,008 in 1993, approximately 12.4% of per capita income. This is less than the U.S. average of 14% but more than the Mountain States' 11.6%. The growth of health care spending remains greater than the rate of inflation, but has slowed somewhat over the past decade. This slowdown in growth was most dramatic from 1992 to 1993, when the annual rate of increase dropped to 4% for Utah, Table 95. Personal Health Care Expenditures in Utah 3% for the Mountain States, and 6% for the U.S. Utah's annual rate of increase for the 1990s has averaged 7%, which is higher than the 6.5% for the Mountain States and less than the 7.3% for the U.S. Utah's actual per capita personal health care expenditures (Tables 99-101) are below national and Mountain States averages in all areas - hospitals, physicians, nursing homes and other. However, Utah's average annual rate of increase (Table 102) is above the national average for physicians and nursing homes and is equivalent to the U.S. average rate of increase for per capita hospital expenditures. Utah's annual rate of increase is well above the Mountain States average in all categories. The greatest increase in growth rates for Utah is for nursing home expenditures, which have averaged a 7.6% growth rate in the 1990s and a 13% increase from 1992 to 1993.
