At the present time I would put this first among all the needs of this reservation, and if all the present ditches were properly completed, enough irrigation wa^ er would be saved that a considerable area of land could be added to that now under cultivation. • I understand that an adjudication of the Indian Water lights is about to be begun and I believe, that the fact, that at present Indian farms are suffering from the lack of water for their culti-va+ fi land, would be a material point for consideration in any court, either Federal or State. Leases for Indian land have generally been made for improvements especially on agricultural land. ' J-' hese improvements including clearing, breaking, leveling, fencing and leading into a growing crop of alfalfa or some other grass at the expiration of the lease. In some cases where a long time lease has been given buildings have been erected and many substantial improvements done. f believe that this is more profitable for the Indian and also results in getting larger area Into cultivation. The amount of stock in cattle, sheep and goats is greatly increasing, no losses were suffered during the past winter. The V winter just passed was the severest in many years throughout this section. Cattle had to be fed twice as long as usual, but after the supply of hay gave out among these Indians they purchased hay wherever i t could be found, and brought their stock through without scarcely any l o s s. |
