However, the previous chairman and committee had laid the foundation for change; so I resolved to make special effort to keep the matter constantly before the clubs. a A memorandum was prepared for distribution to all club presidents fall board meeting. This meeting was well attended, especially in view of the fact that no budget is allowed for such'a meeting and any travel must be at the representatives' own expense.
