What a long dreary winter it has been ... ti1e snow, the ice, the fog, tne legislativ e session ... But there have been a few bright spots this winter. Our Program-Making Party was a great success. In addition to making some important decisions about local and national program proposals (see article, p. 2). we had some great food, shared a few laughs and learned quite a bit more about each other. • This winter has also brought some successes for the League at the Legislature. The two socia·1 services bills that we supported, HB-14 ~nd HB-15, passed! (See article on p. 3). The efforts of Gail Seay. Women's Issues Chair, and the many letters written by League members. had a significa.nt impact at the Legislatu re. The issue of education, which was hotly debated during this session, was also followed closely by our League. The fate of the . Governor's education reform package, which we supported, was not wonderful. but as Bernarr Furse of the State Office of Education colilllented, It's better than a poke in the eye." Instead of the $109 million spending increase for public {K-12) education proposed by the Governor's Steering Committee, the Legislature passed an increase -of $69.4 million. (Some of this will come from a 2% increase in severance tax. Congratulations, Charlotte!) _, This increase in funding for education is only the first step along the road to educational reform in Utah. 11 The latest LWV-SL study, "Measuring Up: A Survey of Educational Issues in Salt Lake County High Schools" is included in this mailing. As you read this study, you will note that many educational reforms must take place at the local district · level. And it is here that our League can make a difference. Studying issues and reaching consensus is the beginning. Lobbying for and achieving change is the goal. As parents, teachers, taxpayers and informed citizens, our voices should be heard by our local school boards. P.S.
