Show Figure 1 Willamette Valley Forum Study Area Washington Oregon California Idaho Alternative Scenarios This report presents the results of eight transportation and land use scenarios that have been modeled to date. The scenarios vary with respect to land use, road networks, public transit networks and mileage tax [transportation demand management (TDM)]. The scenarios with their respective policy variables are summarized in Table 1. The first five scenarios were chosen to test the responsiveness of land use and transportation patterns to various types of public policies. It should be noted that the scenarios do not represent policy proposals but were chosen to represent a range of possible types of policies. The objective was to identify scenarios that have clear differences and that vary from the reference scenario in only one respect. This facilitated the evaluation of results. Upon completion of the evaluation of these five scenarios, two additional scenarios were defined by the ATF Steering Committee that blended elements of the five policies to assess their aggregate effects.
