INTRODUCTION This study is concerned with certain aspects of the problem of water allocation. In the jargon of a water administrator, the problem of water allocation is one of deciding how " best" can the state use the existing and expected future additional water supply* The problem of water allocation is complex and clouded not only with some vague theoretical concepts, such as water supply, but also with legal and institutional factors which hamper the task of clearly specifying the substantive nature of the problem* Water supply, in this study, means water intakes- measured as a rate of flow over time in terms of either gallons or acre feet per dollar of gross output flow* Our time period is the year.
