Show Filling Studies for Storage Units As reported in the Commission's Eleventh Annual Report, the studies made and analyzed by the Upper Basin were submitted to the Secretary of the Interior as Compilation I (Revised) Glen Canyon Reservoir Filling Studies, September, 1959. On January 18, 1980 the Commissioner of Reclamation submitted to the Secretary of the Interior a set of Proposed General Principles to Govern, and Operating Criteria for, Glen Canyon Reservoir and Lake Mead During the Glen Canyon Reservoir Filling Period. Commissioner Dominy summarized events leading up to his recommended "General Principles" in his letter of transmittal to the Secretary of the Interior. Secretary Seaton on February 9, 1960 tentatively approved the Bureau's proposal and its recommended program for forwarding the proposal to the engineering groups of both the Upper and Lower Basins for study. On March 21 and 22, 1960 engineers from all seven Colorado River Basin States, the Bureau of Reclamation and the Staff of the Upper Colorado River Commission met in Las Vegas, Nevada. The primary purpose of the meeting was for engineers from the Upper and Lower Basins to receive an explanation of the proposed filling criteria by representatives of the Bureau of Reclamation. The Bureau representatives also indicated that they would answer questions relative thereto and receive any suggestions or comments that might be forthcoming. The engineers from the Upper Basin attended the meeting in order to receive the explanation from the Bureau of Reclamation. The Commission had instructed its members not to enter into negotiations because time had not permitted a thorough examination of the proposed criteria. The Bureau of Reclamation representatives indicated that prior to any other general meetings they desired to meet with the Hoover Power Allottees and with the Corps of Engineers. The Commission's Chief Engineer was invited to attend the meeting with the power allottees as an observer. This meeting was held in Los Angeles, California on May 12, 1960. A third meeting was held at Boulder City, Nevada on June 15, 1960 which was attended by many representatives of the Lower Basin and the Staff of the Commission representing the Upper Basin. At this meeting the Bureau of Reclamation distributed computation sheets showing in detail the methods proposed to compute the "deficiency"* in Hoover firm energy generation that might be caused by the operation * Herein the term "deficiency" has been used in order that nomenclature will be consistent. We do not mean to imply that the Upper Basin admits there is a "deficiency" in Hoover firm energy generation. 19 |
