Show of the Colorado River Storage Project. The computation sheets were based upon the tentative criteria established by the Department. The Bureau of Reclamation representatives obviously intended to obtain an informal agreement from those present regarding the forms to be used in computation of "deficiencies" in Hoover power generation. Such agreement would have been tantamount to approving the proposed "General Principles." The Staff had been instructed to attend the meeting as observers only. However, with this development it became obvious that the Bureau and Lower Basin engineers must be advised that the Upper Basin was not satisfied with the proposed criteria and that our silence was not to be mistaken for acquiescence. In order to let the assembly know that we were not agreeing, representatives of the Upper Basin decided to raise at least one objection that was related both to basic philosophy and to the tables for computing "deficiencies" that were under discussion. They, therefore, questioned the inclusion of Upper Basin storage reservoir evaporation in the tables used to reconstruct the flow of the Colorado River into Lake Mead prior to computing "deficiencies" in Hoover generation that might be caused by operation of the Colorado River Storage Project. At an Engineering Committee meeting July 7, 1960 the Committee was briefed on the meetings at which all members had not been present, and the problem of what the Upper Basin should do about the proposed filling criteria was discussed. The matter was placed before the Upper Colorado River Commission at its meeting in Salt Lake City, July 20, 1960.
