Pages were scanned at 400 ppi on Fujitsu fi-5650C sheetfed scanner as 8-bit grayscale or 24-bit RGB uncompressed TIFF images. For ContentDM access the images were resampled to 750 pixels wide and 120 dpi and saved as JPEG (level 8) in PhotoShop CS with Unsharp Mask of 100/.3. Foldout pages larger than 11" x 14" were captured using a BetterLight Super 8K-2 digital camera back on a 4x5 view camera (100mm Schneider APO lens). Oversize images were resampled to 1500 pixels wide. Optical Character Recognition (OCR) by ABBYY FineReader 7.0 with manual review. |

Show the benefit of the Supreme Court. Basically the Special Master came to the following conclusions on some provisions of the Compact: (a) The Compact deals with inter-basin, not interstate rights. (b) Articles III (a) and III (b) are limitations on appropriative rights and so far as the Lower Basin is concerned, apply to tributary as well as mainstream water. (c) "The Compact does affect the supply of water available to the Lower Basin." Articles III (c) and III (d) relate to supply. Article III (d) requires no interpretation, and Article III (c) should not be construed absent the Upper Basin States. (d) "In the Compact, *beneficial consumptive use' means consumptive use (as opposed to non-consumptive use, e. g. water power) measured by the formula of diversions less return flows, for a beneficial (that is, non-wasteful) purpose." Marble Canyon - Bridge Canyon In order to protect the rights of the Upper Basin to an unhampered operation of Glen Canyon Dam and Reservoir, the Upper Colorado River Commission filed a petition of intervention in the applications of the Arizona Power Authority and City of Los Angeles before the Federal Power Commission. The Arizona Power Authority has applied for a license to construct both Marble Canyon and Bridge Canyon Dams. The City of Los Angeles' application was for construction of Bridge Canyon Dam only. A prehearing conference on these applications has been held in San Francisco. The Chairman of the Legal Committee and the Chairman of the Engineering Committee have consulted with representatives of the Arizona Power Authority, and it appears that Arizona has agreed to compensate for any damage which Marble Canyon Reservoir might cause to the operation of Glen Canyon Dam and Reservoir, thereby making it possible for the Upper Colorado River Commission to withdraw as an active participant in the case. Library The Commission is continuing in its efforts to accumulate a library of pertinent documents on the Colorado River System in order that Engineering and Legal information can be furnished to any of its member states should the need arise. Legal aspects are being studied of many problems associated with the utilization and conservation of the water and power resources of the Colorado River Basin. 32 |
