Present were: Guests: Glenn Evans Phil Jones Max Lundberg Ed Pond Clark Parkinson Lou Lorenz Dave Larsen Jack Colven Dave Parkinson Phil Jones asked Dean Roberts and Junior Bounous to be members of the committee for next year. He indicated that since a llew President would be elected that the meeting would be in the form of recommendations: Results of exams for the last two years: 1%8-69 .. _---- 114 1969-70 7 II The committee discussed the pruhl"l11s of ,,,hy the nUlllber of candidates were down. Phil thought it was more of a prohlem of L'OmIllUllLcltioll. The committee discussed the ski school directors meeting in AIL1. In 1968-69 40 out of 90 candidates passed for Associates; lout of 24 passed for Full. In 1969-70 35 out of 57 candidates passed fur Assllciates; 7 out of 17 pas~ed for Full. Recommendation: That a cl>mmit Ll'e' memher he ;lssigncd to assist the Certification committc'e Chairman in recruiting the students for exams. He would bl' fully responsible f"r keeping track of who had participated and who \vould be aVdi Llbl". Reconunendation: That a definitl' organized program for training back-up examiners be adopted. That ,It the Examiners Clinic time be spent with backups in trainillg them on l'x;llnining. Recommendation: The exam fee be raised to $30.00. Recommendation: That some form lJ[ critique be developed and used. (Jack Colven will attempt to come up with it recommendation to the committee for a cri tique. Recommendation: That after the election the Committee meets solely to consider the Examiners Clinic. Timing of the clinic should be first ten days in December. That there will be no fee. That Ski School Directors definitely be invited and notitied by the Chairman of the Ski School Directors ConllniLtee. Divisional and National comparison of candidates taking and passing examinations. May I call your attention to the following: 1. Please put all Division Presidentsl Secretaries/and Chief Examiners on your mailing list. 2. See page 5 of the enclosed report regarding "procedures booklet". Technical Committees should study the Rocky Mountain manual and come up with suggestions for changes, additions I omissions or their own interpretations. The Rocky Mountain manual is available from Rudi Schnackenberg, Box 4, Steamboat Springs, Colo., 80477A 3. See page 6 regarding reciprocity with Canada. Members of this Study Group were to recommend this to their Division's Board of Directors. POSSibly each Division can make a decision before the PSIA convention in September. 4. See page 9 regarding Fall meeting. If this meeting is to come about it would be important to get confirmation from each Division that they will send their Chief Examiner and Technical advisor and that the tentative date is agreable, which is the latter half of October 1969. Suggestions for a site would be welcome. S. Copies of the Canadiam Ski Technique manual can be obtained through the PSIA office. Why? Out of 954 passing exams 225 were Associates who made Full (or Stage II in Rocky Mountain). These 225 naturally were already members of their Divisions. The fact that they made Full, therefore does not influence the figure sholo]ing "increase in membership". This leaves 729 candidates who made either Associate (Stage I) or Full and this does have an influence on the figure shov-ling "increase in membership". Since the total national increase is only 364 it follows that we lost 365 meIllbers -- 1 more than ~1e gained (729 less 364 is 365). Board of Directors Meeting and Election of Officers. MINUTES OF THE CERTIFICA'rION MEETING HELD AT PARK CITY, UTAH at 9:00 P. M. on Dec~mber 4, 1970. Present were Junior Bounous, Jack Colvin, Clark Parkinson, Lou Lorenz, Phil Jnnes, Woody Anderson, Max Lundberg and Ed Pond. Guest in attendance was the P.N.S.I.A. certification chairman., __ ~ """ __ '? Phil Jones presented the certification packet including policies and other materials and also including a proposed change sheet for I.S.I.A. examination policy. Upon motions and seconds and unanimous vote the policy changes were adopted. Phil next indicated that he had made a review of old cr~tiques for past examiners and examinations and suggested that we make up a work sheet for each candidate indicating examiners results and which sheet would replace the current master sheet now being used. A copy of this work sheet would be sent to the candidates as his critique. The matter was left open for discussion at tomorrows clinic. Tomorrows program was outlined indiaating an indoor session in the morning dealing with changes of policy and an noon session on the hill and a showing of films if time permits. The meeting was adjourned at 11:00 P. M. INTERMOUNTAIN SKI INSTRUCTORS ASSOCIATION ANNUAL MEETING September 20, 1970 Burley, Idaho The meeting was called to order at 10:20 A.M. by President Max Lundberg. Reading of minutes of last meeting. Motion: That we accept the minutes as printed and mailed (Parkinson-Evans). Motion carried. 1 descending vote (K. Smith). REPORTS: President's Report - See Appendix A. Vice President and Certification Committee Report - See Appendix B. Secretary's Report - See Appendix C. Treasurer's Report - See Appendix D. Reports were unanimously accepted by vote of the membership upon recommendation of President Lundberg. K. Smith brought to the attending membership's attention the fact that Kirby Dawson was instrumental in organizing the Ski School Directors Committee. OLD BUSINESS: Max said he was not aware of any old business that should be before the group. He asked if anyone could remember any that should be taken up at this time. K. Smith reminded Max that the Ski School Directors had made some recommendations to the BOD regarding certification. Max said that to his knowledge there was no suggestion for any real changes from the ski school directors committee. They wanted no specific changes but wanted better communication regarding certification. Ed Pond noted that there were no recommendations read at the BOD meeting. NEW BUSINESS: Proposed changes in election procedure. The election committee noted that in order to be nominated a candidate should submit a petition with at least 5 signatures from members. Lou Lorenz read the committee's proposal to the members present (See Appendix A BOD Meeting Minutes, Sept. 20, 1970). Bob Autry wanted to know if this could be done by BOD action or by the general membership census. Ed Pond said that if it was done by the members, the By-Laws would have to be amended. Discussion was held in regard to election procedures, timing and the possible vote by mail. A poll vote was called. Results: For the Proposal - 65 Against the Proposal - 5 Film for I.S.I.A. Discussion was held regarding films. Perhaps this endeavor could be incorporated under the Historical Committee's jurisdiction. Al Ellis said he would investigate since he was chairman of the Historical Committee. Motion: That the BOD be charged with the responsibility of producing a film to show the progress on film of this Association on skis throughout the years (SmithBybee). (Discussion was held by membership. Vote called. Motion defeated - 58 against, 12 for.) It was the feeling that a film should be available concerning the activities and history of the Association. A1 Ellis requested that anyone who had some footage of the Spring Clinic or any Association activities contribute it to the Historical Committee for use. President's Report - Max Lundberg Appendix A The 1969-70 ski season is over and mrn t of us are excitedly waiting to feel the icy winds of the 1970-71 blow down the back of our necks. I would like to thank all of you for the accomplishments that ISlA has enjoyed over the past year. You have helped carry out a number of programs that indicate the strength of our organization. Last year at this meeting five men were elected to fill positions on the Board of Directors. Since that time: Andy Shearer has been active on the Technical Committee of ISlA and has also served as the director of a loudly applauded program presented at the North American Ski Instructors Congress at Vail. He has just been named to serve as the Technical Director for the entire NASIC program next year. All Ski School Directors know that Georg .Hartlmaier has given vitality to the formerly unorganized Ski School Directors Committee and has nade a super effort to participate in all of our programs. Al Ellis has been active in establishing organizational policy and has also served as Chairman of the Historical Committee. Another addition to his accomplishments this year is the fine job done by him as a member of the Demonstration Team representing us at Vail. Dave Larsen has now completed his first year as the Treasurer of ISlA. No other accomplishment that he has made can compare with the presentation of the first organized budget that has ever been prepared for this organization. Dave Parkinson was re-elected and has been effectively serving the Association for the majority of the year as our Secretary. I would like to thank Dave and the new members of ISlA's Board for the effort they have made for the Association during this year. My thanks are also extended to Phil Jones, Bob Bybee, Bill Haskins, Keith Lange, Glenn Evans, Allan Miller, Lou Lorenz, Clark Parkinson, and Ed Pond who have done such an outstanding job of representing you for the last few years. In evaluating events of the past year I find one that may still need some clarification. At our last fall meeting you voted to ratify the new PSIA By-Laws. That vote was later confirmed by a mail vote and complied with by your Board of Directors. Before our entire membership was billed for PSIA dues technicalities were brought to our attention that indicated that we had not ratified a correct copy of the By-Laws. At the same time organizational problems within PSIA made it apparent to us that we could not ratify. A resolution was therefore passed by the Board rescinding our earlier ratification. Shortly after last years Fall Seminar ISlA held one of the best organized Examiners Clinics that we have ever had. Included in the program was printed material indicating the nature of the Certification program and its objectives for the year. I enjoyed the challenge of sending a group of our instructors to participate in the North American Ski Instructors Congress this spring. I would like to thank Andy Shearer, who directed the program, and Bob Autry, Al Ellis, John Jenkins, Sid Jenson, Bob Parker, and Roger Roche for the fine job done as demonstrators. The Spring Clinic provided an opportunity for all of us to get together and exchange ideas and renew old friendships. The expanded three day program gave more latitude to the subject matter covered and encouraged more participation. The programs presented in our Spring Clinics continue to be more interesting and exciting than ever before. Thanks go to Bob Autry and Marv Casey for their hard work on the Clinic Program. Beaver 14 candidates, Alta 4, Park City 9, Park City West 9, Grand Targhee 9, Sun Valley 8, Soldier Mtn. 4, Brighton 4, Gorgoza 4, Kelly Canyon 1, Skyline 1 - for a total of 74 candidates. Of this total, 57 took the exam for Associate and 35 passed for a 60%. This is compared to the 1968- 1969 season where we had 90 candidates for associate with 40 passing for a 44%. Last season we had 17 candidates take the exam for full with 7 passing for a 40%. In the previous season 24 candidates took the exam and 1 passed for 4%. The percentage of people passed was much higher this past season and feel mostly because of the use of the trainees as students in exams instead of other candidates. An Bxaminers Clinic was held last year at Park City which was open to people that have been used as examiners and ba~k-up exami,ners. Great strides were made last year in regards to communications with the Ski School Directors Committee and the Certification Committee. The Certification Committee designed with the help of Dave Chaplin a certificate of certification to be given to all new members at an awards ceremony at the spring clinic. These certificates are available free to the membership upon request to the certification chairman. This concludes my report. The 4th alternative seemed to be the orientation point of the discussion. Opinions ~ere expressed that the Examiners in their judgment and discretion should decide if a candidate should pass without any objective standard. The question of ~hat demonstrations should be required ~as discussed next. It was the feeling chat ~hile teaching should be emphasized and demos de-emphasized, that basic maneuvers should be a part of the candidates pn!paration for the exam. It ~as determined that on Saturday, the 5th of December, 1970, the tryouts for the Demonstration Team ~ould be held at 8:00 AoM. and that Andy would prepare a written exam for the candidates. Max Lundberg presented a list of those he felt should select the team and left it open for further additions. A Board Meeting ~as also scheduled for Saturday, December 5 at 4:00 P.M. and an attitude adjustment period from 6:00 to 7:30 P.M. On Sunday, the 6th, the Ski School Directors ~ill meet at 8:00 in the morning; the clinic ~ill begin at 9:00 and will be open to past Examiners, backups, and Ski School Directors. Purpose was to convey the certification committee and technical committee policy and technique for the year. Lou described in detail what occurred at the clinic. Phil read a letter recently received from Sid Jensen. (See attachment A~. Discussion was held as to Sid's suggestions and as to how the exam could be bettered. Phil raised the matter of a critique in written form for candidates who have taken the exam wherein scores and general comments could be listed. The possibility of not using numbers 12 and 16 on scorecards was considered. Lou displayed a copy of the new PSIA manual. Clark reported on exam costs and gave a breakdown on them. INTERMOUNTAIN SKI INSTRUCTORS ASSOCIATION Ski School Directors Committee Meeting Minutes Park City. Utah December 6, 1970 Chairman Junior Bounous called the meeting to order at 8:23 A.M. Minutes of the Burley, Idaho meeting were ready. Lou Lorenz moved to approve minutes as read, 2nd K. Smith. Motion passed. OLD BUSINESS Promotional Film - Bob Autry made a presentation about a film to promote the ski schools of ISlA. The following are some of the points made in the presentation: 1. Autry will work with Andy Shearer to make outline for film. 2. The film will attempt to exploit the Ski School Director. 3, 1, 2 or 3 people will be used from each participating school. 4. The following firms and/or individuals have indicated an interest in participating: a. Lange/Dynamic b. Hart c. Dick Barrymore d. Bruce Morse S. The film will be 9,10,11 minutes in length. 6. It will promote all of Utah skiing. 7. Proposed $100.00 per ski school investment. President Parkinson clarified ISlA film position and offered the cooperation of his office. Junior asked about possibilities for other funding. K. Smith asked where would the film be shown? Could the Utah Travel Council and Junior work out the support and marketing? Clark recommended that Bob Autry persue the proposal and report to the committee. Lou Lorenz recommended that the Demonstration Team be involved in the production. Bob Parker asked how the ski schools in the outlying areas would be involved? K. Smith asked who would distribute the film? Autry replied - the directors of the participating ski schools. Junior concluded the discussion by suggesting those who are interested should contact Bob Autry on a divisional level. Jr. Masters Program - Bob Parker made this presentation. He read a letter from Steve Morrow which explained the function and procedure of this program. Junior said he is working on a similar program at his area. Bob Parker said that Mr. Morrow recommended a divisional committee for theprogram. Junior asked for a display of hands to indicate interest in the program. (6 responded.) Marketing Research - Gene Palmer asked if the inquiry by Andy Shearer into ski school marketing at the University of Utah had born any response. Clark answered that it is still in process. Visiting Instructor Policy - K. Smith asked about a policy for lift pass rates for visiting instructors. Junior expressed his understanding that a 1/2 price rate was standard at most ski areas. K, Smith made the motion that the Ski School Directors committee recommend to the ISlA that we have an area operators representative from the ISlA to make known the instructor privilege policy of each area. Bob Autry seconded. Motion carried. President Clark Parkinson presented the following ideas to the Committee: 1, Certification - goal of 120 candidates. 2. Registration - goal of 90, no one should teach skiing in ISlA who is not registered. 3. Free area clinics - $10.00 fee eliminated. 4, Awards - Ski Teacher of the Year Award-_ S. Newsletter - feature two ski areas in each issue. 6. Mailings - request cards for address change, pins, etc. 7. Movie - the BOD will study and impliment. 8.
