The third annual meeting of A S E A N - an economic and social alliance of Indonesia, Malaysia, the Philippi -nes, Singapore and Thailand - will be held in the northern hill resort of Cameron highlands about 100 miles from Kuala Lumpur. For the first time since the organisation was formed 28 months ago, observers from South Vietnam and Laos will be attending the two-day meeting, starting today. Malaysian Prime Minister Tunku Abdul Rahman will open the two-day meeting, which will study a lengthy report on regional co-operation.
