The National Register is the Federal Government's official list of historic buildings and other cultural resources vx:>rthy of preservation. Enclosed is a copy of the criteria under which properties are evaluated. Listing in the National Register rrakes privateproP=rty owners eligible to be considered for Federal grants-in-aid for historic preservation and provides limited protection through comments by the Advisory Council on Historic Preservation on th~ effect of federally financEd, assisted, or licensed undertakings on historic proP=rties. If the proP=rty is depreciable and is listed in the National Register, there are also certain provisions of the 'lax I€forrn Act of 1976 that rray apply. Section 2124 of the Tax Peform Act of 1976 encourages preservation of historic depreciable structures byallaving favorable tax treatments for rehabilitations. In aooition, it discourages destruction of historic buildings by eliminating certain otherwise available Federal tax benefits both for derrolition of histor ic structures and for new construction on the site of demolished historic buildings. If the proP=rty contains coal resources and is listed in the National Register, certain provisions of the Surface Mining and Control Act of 1977 make it less likely that surface mining of the coal will be P=rmitted by the State or Federal Government.
