The {olemn Tefiimony of the Quakers, however intended, having offered no- thing to the purpofe, I {hall take leave to examine this important queflion, with all candour and attention, and fubmit the refult to my much injured country. Dependance of one man, or flare, upon another, is either abfolute, or limited by fome certain terms of agree- - ment.
